What makes a Dirty Cop?

In 2019 I got tagged in on a thread about Dutton, basically asking myself and a few others to explain why Dutton would make a terrible PM, to a third party in someone’s Facebook feed.

Predictably, this turned into basically a deluge of Auspol dirty dealings with no coherence. Because there’s just _so_much_to_dig_through_. It ended up making me feel physically ill writing it up, so it remains unconsidered but I’m sure you’ll get the point. It also hasn’t really been updated in 5 years, but maybe someone else can do that for me.

So I'm just gonna try to organize this. Go into tangible things that are on the public record.

Prove that Dutton shouldn't be called a "cop" ever again.
(Particularly given that he left the force in an alleged misconduct case on 3 March 2017

1.1 Commit to the highest ethical standards

1.2 Manage conflicts of interest
On 20/8/2018 it was revealed that he owned a stake in no less than 8 childcare centers which received government funding.

1.3 Contribute to public discussion in an appropriate manner
15/09/15 Dutton accidentally gets caught on a hot microphone joking to Abbott "time doesn't mean anything when you're about to have water lapping at your door" in regards to PNG people and climate change.

1.4 Manage participation in external organisations
Routinely placed LNP party alliances over facts, most recently in regards to making up "african gang" statistics for his own agenda.

1.5 Demonstrate a high standard of workplace behaviour and personal conduct
3/1/16 Dutton drafted a text message to Briggs describing Maiden as a "mad fucking witch" but inadvertently sent it to Maiden. Admits in appology that this isn't the first time he's engaged in "robust language" with her, and has a history of doing it to other women as far back as 11/2/2010 on Twitter

2. Promoting the public good
2.1 Commit to excellence in service delivery - supposed to be about about non-discimiatory practices
Has routinely ignored requests for FOI and legal access to Narau. Created a preferential visa process to "white african farmers" and to individuals who pay enough. Nov 2015 granted an Au Pair a visa, despite formal Departmental warnings, and also did it in June. Department has stated that it hasn't kept count of how many times this has occurred. Similtaniously branded asylum seekers illiterate, inumerate, unemployable _and_ "taking Australian jobs" in a single paragraph 19/5/16
Also, actively blocked medical and legal services to refugees, and media access, on Narau more times than are countable.
Also prolly responsible for installing fences blocking access to Parliament House (12/9/17), or at least has it as part of his portfolio now.

2.2 Ensure appropriate community engagement - includes "listen and respond to issues and concerns raised by individuals or communities, consult with the public to assist in the development of public policy"
The UN has litterally sanctioned Australia for the number of times he hasn't done this, most recently on 11/6/18

2.3 Work as an integrated service - does not mean "consoldate all power under yourself"
Consolidated ASIO, AFP, Border Force under one "Home Affairs" unit, accountable, and overseen, only by itself (no external bodies)

3. Commitment to the system of government
3.1 Commit to our roles in public service
Proposed making judges into elected figures 1/2/18 (so undermining the Separation of Powers). Criticized the judiciary and judges rulings ~14/1/18.

3.2 Maintain appropriate relationships with Ministerial staff - we have to invert this one a little, but this line is tellng "Ministerial staff are not empowered to direct public service employees in their own right. If this occurs, we will bring this to the attention of our agency’s senior management."
Repeatedly interviened in departmental processes, including in the Au Pair's case mentioned above. Again, we also need to mention the consolidation of departments.

3.3 Ensure proper communication with Members of Parliament
Maybe he gets a pass on this point.

4. Accountability and transparency - ohboy
4.1 Ensure diligence in public administration - okay, I _litterally_ need to go into into the subpoints on this one. Sorry.
a. "provide accurate and impartial advice to all clients whether members of the public, public service agencies, or any level of government" lied on the African gangs situaition. Refused FOI/press documents on more occasions than are countable. Refused to comment to Senate Estimates requests.
b. "treat all people equitably and consistently, and demonstrate the principles of procedural fairness and natural justice.." literally got criticised by the UN for not doing this. Cancelled a single visa THREE TIMES in difiance of a High Court ruling (6/9/17)
c. exercise our lawful powers and authority with care and for the purpose for which these were granted - covered up Sarah Hanson Young's stalking on Narau and tried to gaslight her ~7/6/2015. The Au Pair thing. The visa listed just above. God knows what else.
d. comply with all reasonable and lawful instructions, whether or not we personally agree with a given policy direction - fails to comply with High Court rulings, and changes the laws to suit himself.

4.2 Ensure transparency in our business dealings - In talks to create "gun council lobby" 14/3/18. Lack of transparency around Narau contractors. The Child Care centre lack of discosure. While there are "operational matters" to consider, this is still ethically and legally questionable.
4.3 Ensure appropriate use of official resources, public property and facilities
4.4 Ensure appropriate use and disclosure of official information
Caught lying about an incident on Narau 15/4/2017. Spent $10,000 figthing to get his role in the Au Pair's thing under wraps.

4.5 Commit to innovation and continuous performance improvement
Literally defines this as hyper surveillance and clustering power under himself....
